How can you do something like this?

I see that it might be two images, with threshold applied to one of them. However, whenever I try threshold it never looks that nice. It always looks scratchy and it's never smooth. Can anyone direct me to a tutorial for this kind of effect?
Hey everyone! (: So I was playing around with GIMP today and I discovered some coloring that I liked, and wanted to share. It's nothing special really, but I do hope you'll give it a chance, and share maybe?

I'm back to making school colours texture sets again. Didn't go quite as planned, but I think it's worked out OK. What happened was that I had the brush set at 40% opacity for ages without realising it, I just thought that's the way the brushes I was using were. But I think it makes for some interesting and slightly different results to what I would usually expect. And I didn't mean for the first set to look so festive colour-wise, it just turned out that way :)

I'm tying to have a glow all around my image kind of like this. I tried layer > blending options > outerglow and it didn't work at all. was also told by a friend to do select > load selection > modify > expand and then copy the layer and set it to overlay. Then your supposed go to the blending options to do outer glow, but that's where I run into a problem. This doesn't give me the nice softness that my example pic has, it's more like a white marshmallow blob. Here's what I'm getting for reference.


Can anyone please tell me how to do this correctly in Photoshop? Or what options I need to be using to get that softness.
